| Abstraksi | : | Article 18, article 18A and article 18B after amendment both year 2000 19-15 the constitution, putting down base position and confession of authority region. While article 1 1 after third amendment year 2001 and fourth amendment year 2002 juncto article 4 section (1), 1945 the constitution juncto article 5 section (1), article 6 section (1), 37 the number act year 1999 and article 5 section (1), 24 the number act year 2000, putting down authority levying of international agreement and relation in power of President/Central Government. Article 7, 22 the number Act year 1999, placing "overseas politics'' Center authority, one of the residual "overseas relation" do not be mentioned by Center authority. Article 1 number (1) and (2), 37 the number Act year 1999 giving difference of overseas political and overseas relation meaning. Pursuant to 81, article 88 22 the number act year 1999 juncto article 5, 18 the number act year 2001 juncto article 4 section (6, 7) article 35 section (1, 4) 21 the number Act year 2002, Local Government can obtain: get authority for levying/execution of overseas relation cooperation. Object research becoming: (1) how law and regulation arrange authority levying and execution of overseas relation cooperation by Local Government? (2) how legal consequences and also responsibility of authority of levying and execution of overseas relation cooperation by Local Government?. Research results indicated: (1) overseas relation cooperation by Local Government happened in occupation environment of public law body, and obtain; get two authority element, that is: attribution authority apply of cooperation items (autonomous and special autonomous region of region) and delegation authority of external relation aspect of his country and forming of agreement/international agreement. (2) Levying of overseas relation cooperation `~enerate legal consequences in public law field; in the form of rights, that is: authority conduct deed of law to the something items/non items of agreement agreed on. In the form of obligation, that is: accomplishment of agreement of agreement, internal responsibility to Region Parliament and Central Government pursuant to national law and responsibility of state of action impinge international law principles. |
