| Abstraksi | : | The aim of this research wants to know the factor that influences low of law enforcement at greenbelt environment around Surabaya River. The method applies qualitative and normative research. Based on research, it's concluded that low of law enforcement caused by many factors: (1) no certainty of executive action to settle policy and lawsuit about environmental law application, (2) no sense of care from legislative seriously, (3) the police as law enforcement institution has not hold effective and potential role, (4) lack of people participation and (5) lack of support from other institutions and mass. |
