Abstraksi:Questions may arose around how could one higher educational institution recognized as being the best in the world among academicians or even laymen. The probable answer for those questions may generate from the ability of one institution to produce basic production and inovation Of technology When a nation having a wellknown university and modern technology, it is easily predictable that the nation would survive within a competitive global economy. Among the worldly recognized higher education in the world is Harvard University. It is important to note that Harvard used total quality management (TQM) since 1992. Although at the beginning TQM was applied in manufacturing company, but recently TQM have been applied in all type of organizations, be it a manufacturing or services organization, public or private organization. Applied in higher educational institution, TQM functions within four realms: sevice quality, customer focus, leadership and human resources management, and continues improvement. yet, there is an obstacles when TQAI is applied in higher education. The obstacles may appears in some conditions: no clear vision, demand on managerial high commitment, and demand of employee full involvement. Despite its limitations, TQM and the Acceditation Assesntent Standard of National Accreditation Agency (BAN) could be applied to evaluate the quality of higher education.
